とりあえず、Ubuntu 18.04でubuntugis ppaを使用する場合は、安定版ではなくunstableリポジトリを使用する必要があります。安定したリポジトリ（おそらく/etc/apt/sources.list.d/ubuntugis-ubuntu-ppa-bionic.list内）のエントリを削除（またはコメントアウト）し、以下を実行します（ buntugis wiki に従って）：

 sudo add-apt-repository ppa：ubuntugis/ubuntugis-unstable 
 Sudo apt-get update
