はい、もちろん。

Android Volleyは、httpを介したネットワーク操作を簡単かつ効率的に管理するために使用できるライブラリです。基礎となるレイヤーがSSL(https)を使用しているかどうかは、まったく関係ありません。

つまり、VolleyフレームワークはTCPレイヤーに依存しないであり、SSLはTCPレイヤーにのみ影響します。
