サーバー側でhttpsバインディングを有効にする必要があります。この場合はIISExpress。ソリューションエクスプローラーでWebサイトプロジェクトのプロパティを選択します（ダブルクリックではありません）。プロパティペインで、SSLを有効にする必要があります。
