解決策は少し奇妙に見えます

APNs認証キーを使用せず、代わりにp12証明書を使用してください

2つの方法のAPNS認証キーとp12証明書を使用して直接APNSプッシュ通知(firebaseなし)を確認しましたが、iOS 13では認証キーが機能していないことを確認できます

私がp12証明書を使用した場合、APNS(直接)とFirebaseの両方の両方で機能します
