JoinColumn.foreignKey()はJPA 2.1で導入され、バージョン4.3までHibernate 4で実装されていませんでした。 Hibernate 4の古いバージョンを使用している場合は、4.3.xにアップグレードしてください。
すでにHibernate 4.3を使用している場合は、JPA 2.1も使用して、APIと実装が一致することを確認してください。
JBoss EAP 6.4.xを使用している場合
JPA 2.0に付属している可能性があり、手動で2.1に更新する必要があります！私のために働いた簡単な手順に従ってください。

私はついにこの同様の問題を解決しました。libフォルダーに古いバージョン（hibernate-jpa-2.0-api-1.0.0-Final.jar）があり、maven依存関係のロードを妨げていると思います。
そのため、手動で削除して追加（hibernate-jpa-2.1-api-1.0.0-Final.jar）した後、すべてが機能し始めました。
