eager execution enabled からコードをコピーした場所、つまりプログラムの開始時に tf.enable_eager_execution() を呼び出した場所が疑われます。

tf.multinomialは、図形[batch_size, num_samples]の描画サンプルを含む2Dリストを含むTensorオブジェクトを返します。そのテンソルオブジェクトで.eval()を呼び出すと、numpy ndarrayが返されます。

このようなもの：

また、セッションがアクティブであることを確認する必要があります（それ以外の場合はあまり意味がありません）。
