APTは、明示的に指示されない限り、パッケージをダウングレードしません。したがって、たとえば、Pythonの正確なバージョンに依存するパッケージをインストールしようとしても、pythonパッケージはダウングレードできないため、機能しません。 APTはPython= 2.7.5にダウングレードしないため、apt-get --reinstall install pythonでも失敗します。

/etc/apt/preferences.d（および/etc/apt/preferences）のファイルには、パッケージの複数のバージョンが使用可能な場合にデフォルトの選択を上書きする優先度宣言が含まれています。これは「ターゲットディストリビューションから最新バージョンを優先する」です。パッケージに1000を超える優先度を付けると、古いバージョンのパッケージであっても、優先度の低いパッケージよりも優先されます。インストールされたパッケージの優先度は500なので、Ubuntuのパッケージが優先されます。詳細については、以下を参照してください。

これらの優先順位を設定したら、実行できると思います
apt-get update
apt-get upgrade
すべてのパッケージをUbuntuのバージョンにダウングレードします（Ubuntuにないパッケージは削除されません）。また、apt-get -f installを実行し、正常に完了するまで他のソフトウェアをインストールしないでください。
すべてがダウングレードされたら、設定ファイルを削除してapt-get updateを再度実行します。
私が発見した方法は1つしかありませんでした。
ステップ1：python 2.7 debパッケージを here からダウンロードしてインストールする
Sudo dpkg -i <package-name>Dbkgツールを使用して、Pythonに関連するすべてをリストします。
Sudo dpkg -l | grep python上記で見つかったすべてを削除する
Sudo dpkg --purge --force-allパッケージ名
しようとする
Sudo apt upgrade
最後に破損しているパッケージのリストが表示されます。手順3を使用してそれらを削除します
Sudo aptのアップグレードでエラーが発生しなくなるまで、手順3〜4を繰り返します。
python 2.7をdebパッケージとしてインストールした場所を使用して、/ usr/bin/pythonへのシンボリックリンクを作成する必要がある場合があります。（
locate bin/python）およびln -s <path> /usr/bin/pythonこの時点でpythonを修正する必要があります。ただし、do-release-upgrade（LTSではなく最新のubuntuに更新する方法については、マニュアルを参照してください）
