私にとっての問題は、リポジトリがhttpsを使用していて、それが機能しないことでした。

cd /etc/yum.repos.d/
grep -RFi "https" *

他のパラメータなしで「yum update」または「yum upgrade」を実行すると、yumを含むシステム上のすべてのパッケージがアップグレードされるため、FedoraまたはCentOSバージョンをアップグレードしない限り、yumを自分でアップグレードする必要はありません。

CentOSをVagrant経由でインストールしましたが、/etc/yum.repos.d/ディレクトリにはpuppet.repo。見よ、puppet.repoおよびその他の含まれているリポジトリが有効なリソースを指していませんでした。
